ستاد حقوق بشر: حمله رژیم صهیونیستی به بیمارستان میس‌الجبل لبنان نقض آشکار قواعد بنیادین حقوق بشر است 

ستاد حقوق بشر حمله رژیم صهیونیستی به بیمارستان دولتی میس‌الجبل در جنوب لبنان را به‌شدت محکوم و اعلام کرد که حمله به بیمارستان‌ها و مراکز درمانی نقض آشکار قواعد بنیادین حقوق بشر و حقوق بین‌الملل بشردوستانه است.

ستاد حقوق بشر جمهوری اسلامی ایران با انتشار بیانیه ای ضمن محکومیت حمله نیروهای رژیم صهیونیستی به بیمارستان دولتی میس‌الجبل در لبنان، اعلام کرد: حق دسترسی به مراقبت‌های بهداشتی و درمانی و حمایت از مراکز پزشکی، از الزامات اساسی حمایت از کرامت انسانی در شرایط مخاصمه است؛ بیمارستان‌ها و کادر درمان نباید به میدان جنگ تبدیل شوند و جان بیماران نباید هزینه اقدامات نظامی باشد.

متن این بیانیه به شرح زیر است:

ستاد حقوق بشر جمهوری اسلامی ایران، اقدام نیروهای رژیم صهیونیستی در به آتش کشیدن و تخریب بیمارستان دولتی «میس‌الجبل» در جنوب لبنان را به‌شدت محکوم کرده و آن را نقض آشکار قواعد بنیادین حقوق بشر و حقوق بین‌الملل بشردوستانه می‌داند.

حمله به مراکز درمانی، کادر پزشکی و بیماران، تعرّض به یکی از اساسی‌ترین مظاهر حمایت از کرامت انسانی در شرایط مخاصمه مسلبحانه است. بر اساس قواعد حقوق بین‌الملل بشردوستانه، مراکز و واحدهای پزشکی، کارکنان درمانی، مجروحان و بیماران از حمایت ویژه برخوردارند و باید در همه شرایط مورد احترام و حمایت قرار گیرند.

تخریب یک بیمارستان، تنها نابودی یک ساختمان و زیرساخت عمومی نیست؛ بلکه اقدامی است که می‌تواند دسترسی هزاران انسان به خدمات حیاتی درمانی و امکان دریافت مراقبت‌های پزشکی را با خطر جدّی مواجه سازد. چنین اقداماتی، در صورت احراز شرایط و عناصر لازم، می‌تواند موجب مسؤولیت بین‌المللی عاملان و مسؤولان آن شود.

ستاد حقوق بشر جمهوری اسلامی ایران همچنین نسبت به سکوت و واکنش‌های ناکافی برخی دولت‌ها و نهادهای بین‌المللی در قبال تعرّض به مراکز درمانی و زیرساخت‌های حیاتی لبنان ابراز نگرانی می‌کند. حمایت از غیرنظامیان، بیماران، مجروحان و کادر درمان نباید تابع ملاحظات سیاسی یا رویکردهای دوگانه باشد. قواعد حقوق بین‌الملل بشردوستانه، فارغ از هویّت طرف‌های مخاصمه، باید به‌صورت یکسان و بدون تبعیض اجرا و تضمین شود.

بی‌تفاوتی در برابر تخریب مراکز درمانی و محروم‌سازی مردم از دسترسی به خدمات بهداشتی و درمانی، اعتبار سازوکارهای بین‌المللی حمایت از حقوق بشر و حقوق بشردوستانه را با پرسش‌های جدّی مواجه می‌کند. جامعه بین‌المللی و نهادهای مسؤول نمی‌توانند در برابر چنین وقایعی صرفاً به ابراز نگرانی‌های کلی بسنده کنند و باید سازوکارهای موجود برای تحقیق، مستندسازی و پاسخگویی را فعّال کنند.

ستاد حقوق بشر جمهوری اسلامی ایران از سازمان ملل متحد، شورای حقوق بشر، کمیته بین‌المللی صلیب سرخ و سایر نهادهای ذی‌ربط بین‌المللی می‌خواهد ضمن واکنش صریح به حمله علیه مراکز درمانی در لبنان، نسبت به بررسی مستقل و بی‌طرفانه این وقایع، مستندسازی نقض‌های صورت‌گرفته و پیگیری مسؤولیت عاملان آن، مطابق موازین حقوق بین‌الملل، اقدام کنند.

حق دسترسی به مراقبت‌های بهداشتی و درمانی و حمایت از مراکز پزشکی، از الزامات اساسی حمایت از کرامت انسانی در شرایط مخاصمه است. بیمارستان‌ها و کادر درمان نباید به میدان جنگ تبدیل شوند و جان بیماران نباید هزینه اقدامات نظامی باشد.

ستاد حقوق بشر جمهوری اسلامی ایران بار دیگر بر ضرورت توقف فوری حملات علیه مراکز درمانی و زیرساخت‌های حیاتی، تضمین دسترسی ایمن و بدون تبعیض مردم به خدمات بهداشتی و درمانی، حمایت مؤثر از کادر پزشکی و امدادی و تضمین پاسخگویی در قبال نقض حقوق بین‌الملل بشردوستانه تأکید می‌کند و از جامعه بین‌المللی می‌خواهد به مسؤولیت حقوقی و انسانی خود در قبال این وضعیت عمل کند.

Statement by the High Council for Human Rights of the Islamic Republic of Iran Condemning the Attack by Zionist Regime Forces on the Mays al-Jabal Public Hospital in Lebanon

The High Council for Human Rights of the Islamic Republic of Iran strongly condemns the action taken by Zionist regime forces to set fire to and destroy the Mays al-Jabal public hospital in southern Lebanon, deeming it a blatant violation of fundamental principles of human rights and international humanitarian law.

Attacks on medical facilities, medical personnel, and patients constitute an assault on one of the fundamental expressions of respect for human dignity in situations of armed conflict. Under the rules of international humanitarian law, medical facilities and units, medical staff, the wounded, and the sick enjoy special protection and must be respected and safeguarded in all circumstances.

The destruction of a hospital is not merely the demolition of a building or public infrastructure; it is an act that can seriously jeopardize the ability of thousands of people to access vital health services and receive necessary medical care. Such actions, provided the requisite conditions and elements are met, can give rise to international liability for the perpetrators and those responsible.

The High Council for Human Rights of the Islamic Republic of Iran also expresses concern regarding the silence and inadequate responses of certain governments and international bodies concerning attacks on medical facilities and vital infrastructure in Lebanon. The protection of civilians, the sick, the wounded, and medical personnel must not be subject to political considerations or double standards. Rules of international humanitarian law must be implemented and guaranteed uniformly and without discrimination, regardless of the identity of the parties to the conflict.

Indifference toward the destruction of medical facilities and the deprivation of people’s access to healthcare services casts serious doubt on the credibility of international mechanisms for the protection of human rights and humanitarian law. The international community and responsible institutions cannot content themselves with merely expressing general concerns regarding such events; they must activate existing mechanisms for investigation, documentation, and accountability.

The High Council for Human Rights of the Islamic Republic of Iran calls upon the United Nations, the Human Rights Council, the International Committee of the Red Cross, and other relevant international bodies to respond unequivocally to the attacks on healthcare facilities in Lebanon and to take action to ensure an independent and impartial investigation into these incidents, the documentation of violations, and the holding of perpetrators accountable in accordance with international law.

The right to access healthcare and the protection of medical facilities are fundamental requirements for upholding human dignity during armed conflict. Hospitals and medical personnel must not be turned into battlefields, and the lives of patients must not be sacrificed for military actions.

The High Council for Human Rights of the Islamic Republic of Iran once again emphasizes the necessity of immediately halting attacks on medical facilities and critical infrastructure, ensuring safe and non-discriminatory access to healthcare services for the population, effectively protecting medical and relief personnel, and guaranteeing accountability for violations of international humanitarian law; it calls upon the international community to fulfill its legal and humanitarian responsibilities regarding this situation.
